Beyond the Gallows: The NCRI’s Vision for a Free Iran and the Global Imperative to End Executions

As the National Council of Resistance of Iran (NCRI) enters its forty-sixth year, its commitment to peace, freedom, and basic human rights remains unwavering. At the core of its vision for a democratic future is a firm pledge to human dignity: a complete ban on torture and the total abolition of the death penalty.

For over four decades, the NCRI has stood in direct opposition to the fundamentalist regime, rejecting Khomeini’s harsh Sharia interpretations and the retributive penal code (Qesas). These measures are not only profoundly inhumane, but they are also fundamentally incompatible with the true, compassionate teachings of Islam.

The Vision for Tomorrow’s Democratic Iran

The roadmap for a liberated Iran rests on fundamental principles designed to dismantle decades of authoritarian rule and ensure lasting justice:

Separation of Religion and State: Ensuring strict secular governance where religious beliefs are separated from legal and civil frameworks.

Full Equality and Human Rights: Guaranteeing complete gender equality alongside individual and social liberties in alignment with the Universal Declaration of Human Rights (UDHR).

Dismantling Repressive Apparatuses: Eradicating all state institutions dedicated to censorship, ideological coercion, and domestic surveillance.

An Independent Judiciary: Rebuilding the judicial system around the presumption of innocence, regional autonomy, and the elimination of systemic discrimination against all ethnic minorities.

A Direct Appeal to International Leadership

To turn this vision into reality, the global community—and specifically nations with strong traditions of human rights leadership—must take concrete action against the ruling regime's ongoing atrocities. Italy, historically a pioneer in the global campaign to abolish the death penalty, is uniquely positioned to lead the European Union in taking decisive steps:

Conditioning Relations: Making all diplomatic and economic trade agreements strictly contingent on an immediate and verifiable halt to state executions.

Universal Jurisdiction: Initiating legal proceedings against the perpetrators of state atrocities under the principle of universal jurisdiction to ensure accountability.

UN Security Council Intervention: Elevating the regime’s human rights abuses to the UN Security Council, while mandating that any future international agreements mandate unrestricted access for UN fact-finding missions and special rapporteurs to Iranian prisons and political detainees.
